"Fasting is not only to restrain from food and drink, fasting is to refrain from obscene (acts). If someone verbally abuses you or acts ignorantly towards you, say (to them) 'I am fasting; I am fasting.”

Its not just during Ramadan that you should practice restraint. Ramadan is supposed to be practice for the rest of the year, when you don't have to give up food and drink, but you should still be practising restraint from other vices.

Absolutely. However even more so during ones fasting. And since not practicing restraint can lead to ones fast not being accepted, this is a perfect "spiritual boot camp" to help us throughout the year.
